What data sources does the Accountability Index use?
We aggregate data from four government sources: Clean Energy Regulator (CER) enforcement actions, ASIC published insolvency notices, New Energy Tech Consumer Code (NETCC) quarterly compliance reports, and CER battery inspection results.
How often is the data updated?
CER enforcement actions and ASIC insolvency notices are refreshed weekly. NETCC data is updated quarterly when their compliance reports are published. Battery inspection results are refreshed weekly.
What is the enforcement rate per 1,000 installations?
We calculate this by dividing the number of CER enforcement actions in a quarter by the number of solar installations recorded in the REC Registry for the same period, then multiplying by 1,000. This normalises enforcement activity relative to market volume.
Does a compliance record mean an installer is unsafe?
Not necessarily. An enforceable undertaking means the CER identified a breach and the installer agreed to corrective action. Ineligibility declarations are more serious and can mean the installer cannot create STCs. Always check the specific details of each record.
Can I check if my installer has compliance issues?
The Accountability Index shows aggregate data and individual compliance records. You can search by entity name in the records table. For a full check on your installer, also verify their CEC accreditation and SAA membership directly.
How does Why Solar source this data?
All data is sourced from public government registers and reports. CER data comes from their published enforcement pages, ASIC data from data.gov.au bulk exports, and NETCC data from their published quarterly reports. We do not add editorial commentary to individual records.
