What "Free Solar" Actually Means
No one gives away solar panels for free
When installers or government programs advertise "free solar," they mean you pay nothing out of pocket on the day of installation. The actual cost of your solar system is covered by a combination of government rebates and interest-free financing. You still pay off the financed amount over time, but your electricity savings typically exceed the repayments.
Step 1: Government Rebates
Federal STCs ($1,700-$2,800) and state rebates (up to $1,400 in VIC) are applied as point-of-sale discounts, reducing the system price before you pay anything.
Step 2: Interest-Free Financing
The remaining balance after rebates is covered by interest-free loans (like VIC Solar Homes) or green financing from providers like Brighte or Plenti. Typical term: 2-5 years.
Step 3: Savings Exceed Repayments
Your electricity bill drops by $1,200-$2,000 per year. With repayments of $15-$30 per week, solar effectively pays for itself from day one.

Every state has different rebate programs and pathways to $0 upfront solar. Here is what is available in each state in 2026.
Queensland

Victoria
Best Combined Program$1,400 State Rebate + STCs + Interest-Free Loan
Victoria offers the most comprehensive "free solar" pathway. The Solar Homes $1,400 rebate stacks with federal STCs worth around $2,050, plus an interest-free loan of up to $1,400 over 4 years. This combination means many Victorian households pay nothing upfront.
South Australia
VPP CreditsSTCs + REPS VPP Credits
South Australia households benefit from strong STC values plus the Retailer Energy Productivity Scheme (REPS). Some providers offer VPP (Virtual Power Plant) credits worth up to $2,050 when you add a battery, further reducing or eliminating upfront costs.
New South Wales
Battery IncentivesSTCs + Battery Rebates
New South Wales households receive federal STC rebates worth approximately $1,700 for a 6.6kW system. Additional battery rebates through the Peak Demand Reduction Scheme and interest-free financing options can bring your upfront cost close to $0.
Western Australia
Battery RebateSTCs + State Battery Rebate
Western Australia provides strong federal STC values plus state battery rebates of $1,300-$3,800 through Synergy and Horizon Power. While solar itself is covered by STCs, adding a battery with state rebates makes the whole system significantly cheaper.
Free Solar for Pensioners & Low-Income Households
Pensioners may qualify for additional rebates
Several states offer enhanced solar rebates specifically for pensioners, concession card holders, and low-income households. These programs can cover the full cost of a solar system with no repayments required.
Home Energy Support Program (HESP)
The ACT HESP provides rebates of up to $5,000 for solar panel installation for eligible concession card holders. This is one of the most generous pensioner-specific solar programs in Australia.
Solar Homes for Concession Holders
Victorian concession card holders can access the Solar Homes rebate of $1,400 plus an interest-free loan. Combined with federal STCs, this brings the upfront cost to $0 for most pensioners.
What Are "No Cost Solar" Programs?
Some solar installers advertise "no cost solar" or "no upfront cost solar" programs. These are legitimate offerings where the installer applies all available government rebates and arranges interest-free financing for the remaining balance. You sign a finance agreement, and your repayments are designed to be less than your electricity savings.
